Frequent visitors to The Nap Room know that if there is one thing I hate more than liberal democrats it's Arlen Specter, Republican senator from Pennsylvania.
This spineless turd has repeatedly voted against his fellow Republicans. He joined Ted Kennedy and Hillary Clinton in reducing the size of Bush's tax cuts in 2002. He is most hated in my mind for his vote of "not proven, therefore not guilty" (according to Scottish Common law). His vote was the deciding Republican vote which stopped the GOP from having a moral victory by getting a basic majority on the vote of guilty or innocent. Specter said he would vote "not proven," a verdict allowed under Scottish Common Law. Senate staffers objected and said his vote might be recorded as "present." So when Specter voted on the first article, he said, "not proven and therefore not guilty." Supreme Court Chief Justice William Rehnquist ruled that should be counted as "Not Guilty." As the roll call on the second charge approached, Lott asked Specter how he would vote, according to "The Breach," a book about the impeachment process written by Peter Baker. If Specter voted "not proven" without the clarifying addition of "not guilty," Senate Republicans would win a majority of 50-49 on the obstruction of justice charge. Specter refused. He voted "not proven, therefore not guilty" again. The second count failed on a 50-50 vote.
